The request of the author for saving money and improving services sounds reasonable. However, the argument is not logical in revealing the situations of the two villagesand predicting the efficacy of the policy to have one library in Castorvile serveboth village.
First of all, the author mentioned that both the villages of Castorville and Polluxtonhave experienced sharp declines in the number of residents paying property taxes. He didn't really analyze the situations of the two villages. Instead of lacking moneyto pay taxes, the residents of the villages could be rebelling against some irrationalpolicy. In addition, the residents of thetwo villages might have different reasons fornot paying property taxes. Therefore, it is ambiguous for the two villages to take a policy with the problem together.
Later, the author showed the benefits of the two villages to merge their separate garbagecollection departments to one department in Castorville to save money and improve service. However, the policy doesn't have a direct relation to the residents's property taxed. Although the two garbage collection departments were merged, residents still have the same amount of garbage. It was the two departments that saved money.
Furthermore, by seeing the statistic showing that there were a 20 percent decrease library users in Polluxton, we have no idea about the real amount. The total amount of residentsin the Polluxton was not mentioned, and the amount of people who used library in the previous year was not show , too. It's hard to measure the effect of closing the libraryin Polluxton. Perhaps that the library in Castorville could not adopt that much people. The residents of the two villages would not enter a library with that much people.
As a result, before taking the policy to merge the two libraries, the two villageswould have to do further research about the effect.
