The following appeared in a memo from a budget planner for the City of Grandview. "To avoid a budget deficit next year, the City of Grandview must eliminate its funding for the Grandview Symphony. Our citizens are well aware of the fact that while the Grandview Symphony Orchestra was struggling to succeed, our city government promised annual funding to help support its programs. Last year, however, private contributions to the Symphony increased by 200 percent, and attendance at the Symphony's concerts-in-the-park series doubled. The Symphony has also announced an increase in ticket prices for next year. Such developments indicate that the Symphony can now succeed without funding from city government and we can eliminate that expense from next year's budget. This action will surely prevent a budget deficit."

The advocation of the argument is direct and reasonable. The budget planner claimed to eliminate the funding for the Grandview Symphony to prevent a budget deficit. However, the situations of the budget deficit for Grandview and Grandview Symphony were vague. Before taking the budget plan, the city government should investigate the situationsof both more completely.

First of all, the budget requested the policy to avoid a budget deficit before telling the situations this year. The statistics of the budget deficit this year was not showed. We have no concept about the hardness of budget deficit. It is possible that theCity of Grandview also gained budget deficitc in the previous years and the situationthis year is better. We have no idea of the range of the budget deficit, and how muchexpenses should be saved to ameilorate the budget deficit.

Besides, the situation of the Grandview Symphony is not clearly enough. Althoughthe Grandview Symphony accepted a 200 percent increasement of private contributions,it is not told whether the private contributions donated a huge amount of money to the Grandview Symphony. Though the attendence at the Symphony's concerts-in-the parkdoubled, a one year survey is not enough at all. It could be an important event held there last year only. It is not reasonable to guess the succeed of the Grandview Symphony from the increase in tiecket prices for next year. Perhaps the Grandview Symphonywas still struggling to succeed, and the funding from the government was not enough at all, hence they plan to increase the tiekcet prices for later.

After all, the budget situations of the Grandview and the success of the Grandview Symphonywere not determined. It is hard to conclude that the expense eliminated to GrandviewSymphony would prevent a budget deficit.

其實這篇寫滿順的, 大概文章很長出現的問題也比較多! 不到五分鐘就開始提筆了
不過還是會很趕, 感覺時間拿捏還是很不好!
